Whisk matcha powder and granulated sugar together in a small bowl until uniform with no lumps. Whisking constantly and vigorously, add boiling water and continue whisking until smooth and the match and sugar have dissolved. Set aside to cool.
Pour vodka, midori, apricot liqueur, and matcha mixture into a shaker full of ice. Shake well and strain over a glass of ice. Top with the heavy cream, carefully pouring it over the back of a spoon to avoid it sinking, and serve.
